Paris Agreement - International cooperation to strengthen to ensure success

The last meeting of the Adp (Ad Hoc Working Group on the Durban Platform for Enhanced Action) before the Paris Conference, Cop 21, begins in Bonn today and will end on October 23. The final draft before the final version of the Paris Agreement will be developed during these five days. However, several key points are still in suspense. More and more politicians predict a failure of the Paris Agreement while analysis of the team Nasa / Columbia University in New York on global temperatures of September 2015 show that 2015 still holds the rope to become the warmest year since the beginning of thermometer readings.

Thus Professor David MacKay, of the University of Cambridge, who was the former chief scientific advisor of the British Department of Energy and Climate Change (Decc) recommends a reciprocal approach and to strengthen common goals and international cooperation to ensure the success of negotiations. "The commitments that countries have submitted before the climate summit in Paris in December are too rooted in self-interest instead of being focused on a common goal. The cooperation of science predicts that such an approach will result in a relatively poor result", he explains in the journal Nature. "If people realize that they are a common commitment to match what others are doing, then it is in your own interest to advocate a high level of action because it applies not only for you but also for others ".

The commitment to reducing emissions to zero instead of net zero emissions (implying that emissions can continue as long as they are balanced elsewhere or in the future through negative emissions), the periodic review mechanism of the commitments taken by the various parties, the share of the financing of the mitigation and adaptation actions in developing countries by developed countries, and the mechanisms of the carbon markets are some of the topics that still need clarification during the meeting.
